Most of the editing I perform for authors covers a range of the following:
Developmental Editing—I advise and help authors reorder material, revise paragraphs, delete unnecessary and add new, needed topics. Developmental editing is about the overall structure of a manuscript, not about sentence-level concerns. Please note: I prefer to do developmental editing in combination with line editing.
Line Editing—I carefully read and edit line-by-line, making necessary changes to sentence structure and order, grammar, verb tense, and word choice, all to ensure readability and style. Along the way, I may suggest moving paragraphs, adding subheads, improving introductions, and making sure conclusions are compelling and satisfying. This is the "art" of editing: of ensuring that the author's voice is clear, strong, and true. I consider it my specialty. 
Proofreading—I ensure correct capitalization, punctuation, spelling, and consistency throughout the work. 
In my philosophy, all of these processes are part of the necessary whole for authors to make their final book its very best. In my working relationship with author-clients, I don't like to limit myself to saying, "I will only help you developmentally," or "I will only help you with proofreading." If I see something in your writing that could benefit from a change, I'm going to point it out in the editing process so that you can make the best decision for your final written product.
Line Editing 
This is the "art" of editing: of ensuring that the author's voice is clear, strong, and true. I consider it my specialty. As I line edit, I make corrections to any errors the author has missed, but more importantly, I help the author smooth out every word choice, every sentence, and every transition, so that all aspects ring true to the literary/stylistic tone that best matches the message of the book. Rates are generally between $0.06 - $0.08 / word. The full project price is estimated from an initial chapter evaluation.
Children's picture book line editing begins at $250.00, regardless of word count/manuscript length. 
Copyediting
For very polished authors with a strong writing background, a one-time copyedit may be all that's necessary. If you choose this option, I will read through your manuscript one time and primarily suggest only the items necessary to ensure proper usage, grammar, and punctuation.
Copyediting rates are generally between $0.03 - $0.05 / word. 
Proofreading
Fully edited manuscripts which are at the ready-to-print stage need a final proofread to make sure all the t's are crossed and all the i's are dotted. 
If you'd like me to proofread a manuscript I've edited for you fully, I generally need at least a few days, if not a week, before proofreading. Why? If you're deeply involved in a piece of writing—as authors and editors are—you tend to see what you think is on the page rather than what really is on the page.  
I can also proofread manuscripts I have not edited. 
Proofreading rates are generally $0.03 / word.
